Description :
► Assist the Director of Project Management & Operations in the development of a contractor evaluation and selection strategy.
► Assist the Director of Project Management & Operations in the evaluation, negotiation and selection of contractors for the development and management of projects.
► Assist the Director of Project Management & Operations in formulating effective site plans and project strategies to ensure that hired contractors work effectively (establish business needs, objectives and risk, develop viable business case, and provide clear understanding of requirements including service levels and standards, and performance objectives etc…).
► Manage the outsourced Project Construction process and coordinate with the managers of the related party. Ensure that the construction phase is following the terms and specifications that were agreed on by the group and the contractors, and report any deviations from the construction plan to the Director of Project Management & Operations.
► Manage the outsourced Project Management process and coordinate with the managers of the contractors and outsourced parties. Ensure that project resources are effectively utilized and critical milestones are met in accordance to the project objectives through activities such as contract management and documentation, project planning / assessment, project evaluation and costing, etc…
► Prepare progress/status reports for all Project Construction activities and submit them to the Director of Project Management & Operations for review.
► Assign the Project Engineer to construction sites in order to audit the work of contractors and ensure quality of workmanship and adherence to engineering standards of work.
► Receive feedback from the Project Engineer on on-going development work in order to assess construction status and completion.
► Manage all activities related to measuring required quantities (Bill of Quantity) from drawings, sketches, and specifications prepared by A/E consultancy firm/agency to assist in preparation of the tender documents (Bid Document) for tendering. This may cover (but is not limited to):

Specifications
Cost estimate with price
Other related documents
► Manage the status of pending matters such as (but not limited to):
Permits
Approvals
Any other paper work associated to the department
Managerial
► Provide advice, guidance, direction, and authorization to section personnel to carry out major plans and procedures, consistent with established policies.
► Communicate and discuss the section’s guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.
► Delegate some of the responsibilities to appropriate subordinates in order to benefit from smooth running of the section’s operation.
► Provide guidance and leadership to all section employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the section.
► Conduct annual performance appraisal to review employees’ work performance.
